This publication discusses Russian relations with former Soviet states and Moscow's foreign policy concept toward that region. The author argues that relations between the Commonwealth of Independent States (CIS) and Russia will be characterized by energy dependency, the threat of Islamic terrorism and trade ties. The publication concludes while these factors enable Moscow to bind some states closer to it, the country lacks the resources to create an exclusive sphere of influence.
