This publication discusses the role and functions of the Federal Agency of Government Communications and Information (FAPSI) in the Russian security apparatus. The author argues that the FAPSI is one of the most well-funded and protected government agencies in Russia, but that this has led to abuses and creative accounting by some of its general directors. The publication concludes Russian President Vladimir Putin may merge some or all FAPSI functions into a larger security framework.
