This publication examines the legacy of civil-military relations under former Russian President Boris Yeltsin and since the accession Vladimir Putin. The author argues that under Putin a new tone in civil-military relations has emerged due to a revision of Russia's security concept, the Kosovo crisis and the second Chechen war. The publication concludes by agreeing with other western experts' assessment that these conflicts have strengthened the position of Russia's armed forces in the eyes of its citizenry.
