This publication discusses changes in Russian military doctrine between two documents signed into law in October 1999 and April 2000 respectively. The author argues that one of the most significant differences between the two documents is that the first talks of a struggle in the international system between the concept of a unipolar and multipolar system which is dropped from the second. The publication concludes that the new doctrine strengthens the hand of the president in the overall direction and control of Russia's armed forces.
