This paper analyzes the possible answers to the EU's enlargement fatigue. First, it outlines the genesis of the EU's enlargement strategy. Then, it sketches the EU's response to its new neighborhood following the fifth enlargement and shows how the European Neighbourhood Policy (ENP) originated, analyzing the relation between enlargement and ENP. In a third step, it provides an overview of the "unions" around the EU in relation to enlargement and the ENP, showing how they are tending to merge. Finally, it draws attention to the impossibility of future enlargement without an institutional consolidation, focusing especially on communication with the public.
