This report describes the organizations controlling research and development (R&D) on nuclear weapons in nine nations (China, France, India, Pakistan, Russia, the United Kingdom, the United States, North Korea and Israel). It discusses whether these organizations are civilian or military, though in many nations the lines between these groups are blurred. This author thinks the information provided may be of use to Members of Congress and their staff interested in nuclear weapons, nuclear proliferation, and arms control matters. A brief history of the organizations which controll R&D on nuclear weapons in the US is also provided.
