This working paper analyzes the possibilities for transition to democratic rule in Burma. The author provides a historical overview of political developments in Burma in order to better contextualise recent events, such as the military regime's decision to move the capital to Naypyitaw, and the implementation of unfortunate economic policies. The authoritarian regime's macroeconomic approach and disregard for individual and property rights mean serious reforms - political, monetary, economic and social - will be required if a successful political transition is to be achieved. Five possible scenarios for regime change are considered, as is the role of international assistance.
