This report addresses the situation of the displaced Iraqis who have begun to return home. It particularly focuses on land and property challenges faced by the returnees. The authors discuss different causes for property loss as well as the property-recovery policies of the Iraqi government. They conclude that the Iraqi government needs to adopt a holistic strategy that grapples with the aftermath of sectarian cleansing and also reflect the realities of the housing shortage, the humanitarian needs of returnees, the changing security conditions, and the economic crisis affecting all Iraqis.
