This paper describes and critically evaluates anti-gang policies adopted by the authorities in Western Cape province, South Africa. It notes that gangs in the Western Cape generate a great deal of concern among senior politicians, law enforcement officials and civil society groups. The paper is informed by a study spanning 12 months and involving interviews with a wide range of sources, including police, policy makers, gang experts, community residents in gang areas and gang members, based either in prison or in their respective communities.
