This paper explores the proliferation of private security actors in Africa. It illuminates the debate behind the growth of private sector security in Africa, looks into the relationship between private security and human rights, and considers the distinction between private security and mercenaries. The author argues that the emergence of private sector security spells cause for concern and necessitates the establishment of a regulatory framework.
