This paper analyzes oversight and governance of the South African intelligence services. It surveys the intelligence apparatuses of both the apartheid state and the African National Congress (ANC). It further explores the legal mandates for South Africa's intelligence services and the legislative branch overseeing their operations. The conclusion lists key issues and challenges.
