This paper examines problems of civilian protection generated by the war in Darfur. It focuses in particular on the role of the African Union Mission in Sudan (AMIS) and the challenges it faces. It argues for the strengthening of the AU/UN hybrid force and calls for the fast-tracking of peace talks between Khartoum and the Darfur rebel groups. It also draws attention to the need for dialogue between Khartoum and its neighbors to ensure that the region does not become a safe haven for terrorists and extremists.
