This paper discusses the prospects for an African Union (AU) government, employing an historical perspective. It traces the evolution of the Organization for African Unity (OAU) and details its transformation into the AU. The author concludes that the chief obstacle to an AU government or an United States of Africa is not the pan-Africanist ideals underlying these aspirations, but rather a lack of credibility emanating from its leading proponents.
