This paper critically assesses the Pan-African Parliament's (PAP) progress toward realizing its stated vision and objectives. It chronicles the PAP's development, discusses the role of national legislatures that dispatch delegates to the PAP, and compares the PAP to the European Parliament. It also highlights some of the key challenges that face the PAP: the establishment of the African Economic Community (AEC); relations between the PAP and the African Union (AU); oversight of the PAP; the issue of binding powers; and the election and independence of PAP members.
