This paper discusses xenophobic tensions resurfacing in democratic South Africa. It reviews attitudes towards foreign nationals and engages the perception that foreign nationals benefit disproportionately from the economy of South African. It focuses in particular on state-society relations, and argues that at least part of the answer lies in the character of the country’s new political elite and the bargains it struck with established white wealth at the beginning of the democratic era.
