This paper examines the defense integration process as designed by the Democratic Republic of Congo (DRC)’s peace agreement and transitional arrangements from 2003 to 2005. It surveys various efforts undertaken by the transitional government, the UN Organization Mission in the Democratic Republic of Congo (MONUC), and other key actors including South Africa, Angola, France, Belgium, the UK and the US. It argues that the disarmament, demobilization and reintegration (DDR) program is behind schedule because of delays and a lack of planning.
