This paper considers the nature and role of political dissent in democratic southern African states. It considers where the dividing line between terrorism and legitimate political dissent stands and reflects on how a state should respond to its various manifestations. The author underscores that the challenge for governments is to manage dissent in such a manner that it remains within boundaries regarded as legitimate and normal for healthy democracies and to prevent it from evolving into violence and terrorism.
