This paper examines the mandate and potential transformation of the Pan-African Parliament (PAP) into an effective legislative body and a vehicle for democratic change on the continent. The paper assesses the strengths and weaknesses of the supranational body in its first five-year term and proposes ways in which accountability and effectiveness can be improved. It also provides a comparative analysis of the PAP and other regional legislative bodies, such as the European Parliament. The author concludes by outlining possible paths leading to PAP's transformation into an influential legislative assembly.
