This paper addresses the normative basis of the ASEAN regime and assesses its shortcomings vis-a-vis regional problems such as trade and air pollution. The authors argue that ASEAN's underlying norms and principles have frustrated attempts to liberalize trade and reduce air pollution. The authors conclude by discussing how ASEAN states might be able to cooperate on these issues without completely abandoning its foundational basis.
