In anticipation of the Warsaw Summit, this report examines the security threats facing Europe and how NATO might respond to them. The text’s authors argue that since it’s impossible for the Alliance to respond to all of the threats, it should focus on those problems which it can counter, either as the lead security actor in the region or as a partner of other organizations that may be better suited to deal with terrorism, mass migration, and organized crime.
