This brief first reviews the efforts that have been made since 2008 to ensure that nuclear weapons don’t fall into the hands of terrorist groups. The text’s authors then consider whether the recent attempts by so-called Islamic State members to gain access to nuclear facilities in Belgium represent an escalation of this threat and what contributions Israel can make to ensure that terrorist groups don’t acquire nuclear weapons in the future.
