This paper examines the Comprehensive Plan of Action for Indochinese Refugees (CPA), which defined the international response to Vietnamese refugees between 1989 and 1996. More specifically, it examines 1) the history of that exodus and the initial international response to it, and 2) how the CPA was negotiated, received and implemented. The paper’s authors ultimately contend that the action plan was revolutionary in its comprehensiveness and the rights it granted the Vietnamese migrants, and that it can serve as a useful model for current and future refugee crises.
