This paper takes stock of international reactions to North Korea’s July 2017 Intercontinental Ballistic Missile (ICBM) tests. The author contends that while some viewed these tests as a wake-up call, those following the situation knew that Pyongyang was steadily progressing toward its goal of being able to target the US with an ICBM. The author also argues 1) that there is currently no clear answer to how the international community should handle the threat posed by North Korea; and 2) that the failed non-proliferation negotiations with Pyongyang should serve as a precautionary tale for future efforts dealing with Iran’s nuclear program.
