The three articles in this edition of the RAD focus on the North Caucasus. The first article looks at ethnicity and elite mobility, highlighting how the upward mobility of non-Russian regional heads in the North Caucasus is greater within the Russian Federation than it was in the Soviet Union. The second article analyzes the Kremlin’s inconsistent policy towards the election and appointment of governors in the North Caucasus. The third article assesses how Ramzan Kadyrov has retained his control over the Chechen republic despite reductions in federal subsidies.
