Does Russia continue to exercise its soft power – i.e., promote a Russian world view – in Belarus? You bet, say the authors of this text. In particular, they 1) describe the critical narrative Russian analysts have developed about Belarus and its government; 2) lay bare the presence and methods of those who advocate a ‘Russian World’ within the country, and the unclear policy the Lukashenka regime has developed towards these proponents; and 3) outline the ways in which this hegemonic form of soft power may develop.
