Since the ouster of Libyan dictator Muammar Gaddafi, the EU has deployed most of its crisis response approaches and instruments in the country. Too bad they've been so ineffective. In fact, nothing in Libya has followed the traditional liberal peacebuilding playbook. In this commentary's view, Brussels should respond to this problem by developing a comprehensive strategy that doesn’t over-accentuate the migration problems being generated by the troubled country.
