This publication outlines why Syria matters for US security and sets out a US strategy on how to best protect Washington from the Syrian conflict’s reverberations and advance US interests. In doing so, the text’s authors highlight how the US has meaningful tools of leverage to prevent the reemergence of ISIS and counter other terrorist groups, stop Iran from turning Syria into a forward operating base, provide relief to displaced Syrians and Syria’s hard-pressed neighbors, and advance a political outcome that will stop Syrian territory from serving as a net exporter of terrorism and instability.
