This report examines what the US Department of Defense (DoD) is trying to do in order to address its military-technical challenges. The report’s authors specifically argue that the US’ eroding military-technical advantages are 1) increasing the country’s military risks; 2) weakening the deterrent value of traditional capabilities; and 3) undermining DoD’s ability to address an increasingly complex policy environment. In order to prevent further decay, the authors lay out the functional contributions crucial actors need to make within DoD, the US Congress, and the country’s defense companies.
