This commentary focuses on the limited anti-corruption reforms that have occurred in post-Euromaidan Ukraine. The lack of needed and systemic change is attributable to a weak state and the seizing of anti-corruption institutions, such as the National Agency on the Prevention of Corruption, by kleptocratic elites. Given these realities, the text’s author advises the EU to 1) promote substantive state-building measures; 2) decisively deal with corrupt institutions; and 3) be cautious when dealing with anti-corruption agencies in Kiev.
