The authors of this commentary wring their hands over Turkey’s proposed constitutional reform package, which will effectively substitute a checks and balances political system for one dominated by an executive branch. As a response, the EU should either deliver “a strong value statement” on the pending vote or, if the reform package passes, announce tht Turkey will no longer qualify for EU membership.
