This in-depth study of the Ukrainian oil industry isn’t optimistic. The sector, after all, continues to play a small role in the country’s overall energy production; its refineries are outdated and have been economically struggling for years; and the central government hasn’t devised a comprehensive energy strategy for the future. Yes, here’s another example of the underlying weaknesses of the Ukrainian State.
