This publication examines the attempted electoral interference effort to undermine Emmanuel Macron’s candidacy in the 2017 French presidential election. After outlining the disinformation campaign, which as the text’s author explains failed to sway French voters and change the result, the report explores 1) who likely orchestrated this campaign; 2) how it was countered, and 3) what lessons campaign staff, the government, and civil society can learn from this presidential election. The author also looks at France’s accomplishments in fighting information manipulation since the 2017 election and what work Paris still needs to do.
