Given the fraught security climate in and around Europe, the looming Brexit, and the unpredictability injected into US foreign policy by the election of Donald Trump, the European Council recently endorsed a “winter package” to strengthen the EU’s Common Security and Defence Policy (CSDP). This commentary glosses the elements of the package and wonders whether it represents a qualitative step towards a European Defense Union or not.
