Kaliningrad Oblast is typically thought of as an environmental disaster zone or a heavily militarized thorn in Europe’s side. The authors of this report know that this federal subject of Russia is more significant than that, as they confirm here. They basically explore the why and how of the new governance model Moscow is trying to apply to the oblast, which is partially being driven by 1) the Putin administration’s desire to rein in Kaliningrad’s local elites and population, and 2) Russia’s military strategy in the Baltic region.
