This paper examines why China is deploying a growing number of military and paramilitary forces in the South China Sea (SCS) and what impact it might have on regional security. As the paper’s author sees it, the SCS is actually part of a larger strategy that’s been dubbed the “3Ds” – declare, deny, and defend – and which he explains here.
