This paper analyzes the economic, political and security ‘understanding’ recently reached between Egypt and Hamas, and what it might portend for Israel. The limited rapprochement includes setting up mechanisms to open the Rafah border crossing, expand trade relations, and cease media attacks against each other. From an Israeli perspective, the paper’s authors aren’t opposed to these measures, provided they conform to Israel’s security needs. After all, they could help reduce poverty in the Gaza Strip and reestablish Egypt as a political mediator in the Middle East.
