In order to protect civilians, civil society organizations have worked hard in the post-Cold War era to get governments either to regulate or outright ban conventional weapons such as anti-personnel landmines, cluster munitions, small arms and light weapons. But what about nuclear weapons? Should we look at them through a traditional national security lens or a new human security one? This publication explores the growing shift towards the latter approach.
