This report includes three texts on the proposed Fissile Material Cutoff Treaty (FM(C)T), which seeks to ban the production of fissile material for nuclear weapons. The texts specifically focus on 1) the emerging international consensus on the treaty’s obligations, structure and verification system; 2) six technical verification problems that have yet to be resolved; 3) how the FM(C)T might address the problems connected to the production of fissile materials for non-weapon use, and more.
