This paper looks at the ongoing attempts by Armenia to regain and restore its relations with the EU ever since it joined the Eurasian Economic Union in 2015. The text’s author specifically discusses 1) what’s been driving recent domestic change in the country; 2) whether the parallel constitutional changes that have been made are real or cosmetic; and looking ahead, 3) whether the EU offers Armenia a strategic opportunity to bolster its stability and promote further domestic reforms.
