This publication focuses on China’s implementation of its emission reduction obligations under the Paris Agreement at the provincial, municipal, and local levels. More specifically, the study examines 1) which key stakeholders, including government agencies and the Chinese Communist Party, influence the development of subnational climate policy; 2) how climate policy is made at the subnational level; 3) what influence the subnational policy formation process could have on national policy formation, and by extension on China’s stance at the international negotiation table; 4) how Chinese state-owned enterprises and governmental actors interact to influence policy formation; and more.
