Although this guide is designed primarily as a reference tool for a USIP-designed course entitled “Toward a Rule of Law Culture,” it’s also intended to function as a standalone resource for practitioners or policymakers who want to expand their understanding of the role rule of law plays in today’s justice and security environments. The analytical framework the text uses is different than traditional rule of law approaches because it stresses finding solutions to the root causes of disaffection that, when left unresolved, erode rule of law and the social fabric it depends on.
