Evaluation des Krisenmanagements des Kantons Graubünden in der Coronavirus-Pandemie

This CSS Risk and Resilience Report analyzes the crisis management of the canton of Grisons during the coronavirus pandemic from the beginning of the international spread of the new virus until the lifting of the special situation by the Federal Council in April 2022. The focus of the evaluation is on the further development of the cantonal crisis organization with regard to the entire spectrum of threats in the canton and the cantonal cooperation with federal authorities and other cantons.

The coronavirus pandemic has presented crisis management in the canton of Grisons with a historic challenge. Hardly any social and economic area was not fundamentally affected by the health policy measures to combat the new respiratory disease COVID-19. Since the beginning of the crisis in winter 2020, political decisions have had to be made under great time pressure and often with scientific uncertainty.

With the aim of using the coronavirus pandemic and the experience gained as an opportunity to further develop the canton's crisis organization, the government of the canton of Grisons commissioned the Office for Military and Civil Protection (AMZ) in May 2020 to overhaul the canton's crisis management in a comprehensive follow-up action process (ANP). As part of the ANP, in September 2021 the CSS was commissioned by the AMZ to support the ANP with an external evaluation of the crisis management of the canton of Grisons in the coronavirus pandemic.

This resulting study makes 52 recommendations in the areas of crisis preparedness and crisis management specifically for the canton of Grisons, which should also be of interest to other cantons and the federal level, since the challenges are similar in many places.
