Particularly the end of the ABM Treaty and the repeal of the INF Treaty show that arms control has entered a deconstruction phase, argues CSS head of think tank Oliver Thränert in this book chapter. Arms control can no longer only be bilateral and needs to include at least China in addition to the United States and Russia. Furthermore, strategic stability can no longer be defined in nuclear terms alone, but must also take into account non-nuclear technologies such as missile defenses and cyber capabilities.
