The 2023 issue of the CSS’ annual “Bulletin on Swiss Security Policy” again deals with current issues in Swiss foreign and security policy. This year's Bulletin opens with an interview with Federal Chancellor Walter Thurnherr. Since 1 January 2023, Switzerland has been an elected member of the UN Security Council for the first time in two years. In the first chapter, Fabien Merz examines the impact of current international tensions on Council dynamics and how Switzerland has navigated them in the first half of its mandate. In the second chapter, Névine Schepers analyses the last decade of Swiss arms control, disarmament and non-proliferation policy. In the third chapter, Niklas Masuhr analyses the challenges facing armed forces and governments in procuring long-range weapons systems. In the fourth chapter, Leo Eigner analyses Swiss science diplomacy. He shows how the increasing geopolitical tensions have far-reaching consequences for science, technology and innovation. Emanuel Schäublin also presents his research project on the role of Islamic legal scholars in conflict zones.
