This issue examines the effectiveness of anti-corruption policy in the South Caucasus countries. Khachik Harutyunyan points out that even though Armenia adopted a new anti-corruption policy at the end of September, the country's leadership lacks the political will to implement real reforms. Georgia has made considerable progress, according to Alexander Kupatadze, but concerns remain about the distribution of public resources. Although Azerbaijan has joined the Extractive Industries Transparency Initiative, it has made little effort to improve transparency in the manner it spends its energy revenues, according to Hannes Meissner. Overall, corruption remains a serious problem in all three countries.
