Based on long-term ethnographic fieldwork in Batumi, Adjara, this article discusses how insecurity and suspicion has emerged in local perceptions of governmental development projects. Unemployed youth, in particular, show skepticism towards these developments, and although believing it good that things are being done, many feel uncertain as to where such developments are leading, what groups organize the projects, and who benefits from them.
