Ceasefire Monitoring: Developments and Complexities

Ceasefire monitoring can help facilitate transitions from war to peace. In this Accord Spotlight, CSS' Govinda Clayton, Cate Buchanan and Alexander Ramsbotham look at ways to provide more effective support for implementing ceasefires, and ideas for ‘what works’ in ceasefire monitoring. Their findings were informed by four joint analysis workshops organized by Conciliation Resources and the Political Settlements Research Programme (PRSP) in late 2020. The workshops, which focused on ceasefire processes in Colombia, Afghanistan, Yemen and Ukraine, brought together more than 200 participants including practitioners, policymakers, donors, conflict parties, civil society leaders and researchers.
