Challenges and Opportunities for Cyber Norms in ASEAN

This paper argues that the unique characteristics of the Association of Southeast Asian Nations (ASEAN) pose significant obstacles to the potential emergence and eventual internalization of cyber norms among its member states. This is a concern for ASEAN, given its continued investment in the cyber domain and the existing impasse on global cyber norms. In response, the text’s authors argue that ASEAN should mitigate the current constrains through initiatives that focus on confidence and capacity building measures. Though it is not certain that this approach will lead to common cyberspace norms across ASEAN, it could at least allow for the emergence of congruent norms within the bloc.
