In this Survival article, CSS Senior Researcher Henrik Larsen explores the perseverance of elite resistance to domestic reform in Ukraine since 2014. He concludes that Western benefactors must apply tougher conditions to keep Ukraine’s policymakers committed to reform (anticorruption, privatization, etc.). According to Larsen, the IMF/EU/US must impose red lines and deadlines for the disbursement of macro-financial assistance and no longer hesitate to call out non-compliance in the public space. Western benefactors have significant leverage that they should exploit fully.
