Power-struggles define many if not all aspects of cyber-politics. But how do they play out in the case of the European Union, which claims influence in European and global cyberspace? To find out, this article 1) dissects existing notions of cyber-power in order to understand where they come from, what they mean and what they do; and 2) uses these conceptualizations to inspect the European Union's cyber-security policy for different manifestations of cyber-power, and thus to say something about what type of power-evaluations seem the most fruitful.
